科技创新,经济发展,关键在人才。当前我国研究与开发人才发展的总体水平同世界先进国家相比仍存在较大差距,与我国经济社会发展的需要相比还有许多不适应的地方。研发人才,尤其是基础性研发人才匮乏、人才创新、创新能力不强等人力资源问题依然比较突出。本文在分析重庆市研究与开发人才发展现状的基础上,通过深入探讨重庆市研发人才队伍建设和培养存在的问题,在国际国内研发人才队伍发展经验借鉴的基础上,提出加强重庆市研发人才队伍建设和培养的政策建议,为实现研发人才可持续发展提供参考。
Scientific and technological innovation and economic development pivotally lies in talents. Currently,the overall level of R&D personnel in our country could not compared with that in the advanced countries in the world and cannot be adapted to the needs of economic and social development in many respects. The problem of lack of research and development talentsespecially basic R&D personnel,weak innovationability and other human resources problem are still outstanding. According to the analysis of the current situation in R&D personnel in Chongqing,by deeply discussing the problem of constructing and training the R &D personnel,based on the international and domestic experience of development of the R&D personnel,the authors propose suggestions about strengthening the construction and cultivation of the R & D personnel in Chongqing,so as to provide a reference to realize the sustainable development of the R&D personnel.
