《跨大西洋贸易与投资伙伴关系协议》(TTIP)是欧美在2008年次贷危机后重振经济和应对新兴国家挑战的最重大的经济政治外交举措。TTIP谈判已经超越了自由贸易区层次,还包括规制协调、建立新的贸易和投资标准等诸多内容。2015年TTIP在关税削减问题上取得突破性进展,但在投资者-东道国争端解决机制、社会权利和标准、国家补贴和数据安全等问题上还存在较大分歧。预计TTIP的签署、批准和完全实施还需要二至五年的时间。
TTIP is one of the most significant measures taken by the EU and US to reinvigorate their economies after the 2008 subprime crisis,to cope with the new emerging countries and to strengthen the transatlantic relationship. The content of the TTIP negotiations has surpassed that of an FTA and touches upon regulation harmonization,new trade and investment standards and so on. In 2015,the EU and US made breakthroughs in eliminating bilateral tariffs,but divergences still exist in ISDS settlement,social rights and standards,state subsidies and cyber security. It will take probably two to five years before the signing,ratification and fully implementation of the TTIP.
