2015年7月举行的上合组织乌法峰会上，元首理事会做出了给予阿塞拜疆、亚美尼亚、柬埔寨和尼泊尔对话伙伴地位的决议。由此，上合组织对话伙伴确定为土耳其、亚美尼亚、阿塞拜疆、斯里兰卡、尼泊尔以及柬埔寨。受国际能源价格以及全球经济总体走势影响，2015年，除柬埔寨外，各对话伙伴经济增长速度均处于中低位。全年，多数对话伙伴国内进行选举，总体保持政治平稳态势。对话伙伴之间以及对话伙伴与成员国之间的关系值得关注。
At the SCO Ufa Summit held in July 2015，the State Heads Council passed the solution to give dialogue partner status to Azerbaijan，Armenia，Cambodia，Sri Lanka and Nepal. Therefrom，the SCO dialogue partners are confirmed to be Turkey，Armenia，Azerbaijan，Sri Lanka，Nepal and Cambodia. Affected with international oil prices and global general economic trend，all the dialogue partners’ economic growth rates in 2015 range from medium to low level. Throughout the year，the majority of these countries hold national elections，maintaining political stability in general. The relations between dialogue partners and between dialogue partners and member states are worth paying attention to.
