2015年7月上合组织乌法峰会通过了《上海合作组织至2025年发展战略》，确定把加强地区安全、开展经济贸易和人文领域合作作为上合组织今后十年发展的主要方向，同时将本着开放原则吸纳新成员。本文认为，中亚地区的安全与发展仍应是上合组织工作的重点，多边经贸合作应以逐步建立自贸区为抓手。
The SCO Ufa Summit in July 2015 passed The SCO Development Strategy Until 2025，determined as its next-decade main development direction reinforcing regional security，carrying out trade，economic and humanistic cooperation，and accepting new members on the open-door principle. The author thinks that the security and development remains to be the key point for the SCO，and multilateral trade and economic cooperation must take gradually building free economic zones as its hand grap.
