当前，网络攻击、窃密行为日益猖獗，网络安全事件频发，网络安全形势严峻。为应对复杂的网络安全形势，最大程度减少网络安全事件带来的危害和损失，保护国家和公众利益，美国、欧盟等西方发达国家和地区纷纷将网络安全应急管理纳入国家战略，强化网络安全应急管理协调机制，逐步完善风险/事件分级，理顺应急响应全过程，多层次、全方位加强网络安全应急管理。
Cyber attack and cyber spying are becoming increasingly rampant currently. Cybersecurity incidents occured frequently，and the cyber security situation is becoming worse. In order to cope with the complex cybersecurity situation，and reduce the harms and damages caused by the cybersecurity accidents to the maximum degree and protect the national and civil interests，U.S、EU and other western developed countries have taken measures as follows：brought the cybersecurity emergency into top-level design；enhanced the cyber security emergency management and coordinated mechanism；improved the risk＼incident classification gradually；strengthened the whole process of emergency response and reinforced the cybersecurity emergency management.
