2015年，网络安全形势依然严峻，为了应对日益复杂的攻击威胁，各国政府颁布了相关法律法规和政策标准，这加强了对政府信息安全的管理和指导。本报告分析了2015年国内外政府的网络安全态势，概述了各国政府网络安全管理持续深入开展的状况，同时也对我国在稳步推进信息安全保障、各行业开展网络安全建设和防御等方面开展的工作进行了描述。
In 2015，situation of global industry control systems cyber security was still grim. The number of new vulnerabilities related to industry control systems stayed at a high level，and industry control systems cyber security incidents continued to occur. However，more and more countries，various organizations paid more attentions to industry control systems cyber security，and many kinds of works were carried out gradually. In the aspect of specification and standards，NIST SP 800-82 launched the second revision，IEC62443 series international standards were improved continuously，and China also released the first industry control systems cyber security national standards. At the same time，the raise and creation of “Internet plus”，“Made in China 2025”，National Cyber Security Law（Draft）and cyber security first grade discipline provided both new opportunities and new challenges for industry control systems cyber security. In such overall environment，industry control systems cyber security is flourishing in China，and the market size is expected in 2015 will reach 244 million Yuan.
