2013年6月,中美两国元首在安纳伯格庄园会晤时一致同意致力于建立一种基于“务实合作”和“建设性管控分歧”的双边关系。务实合作与管控分歧成为引领两国关系发展的重要原则。在这一原则的引领下,2014年中美关系取得了许多积极或突破性进展:高层对话频繁,政治互信得到提升;经贸关系稳步发展,双边投资协定(BIT)谈判取得突破;气候变化合作取得突破;新型军事关系建设取得积极进展;在地区及全球层次上保持着密切安全合作。两国在经贸、人权、海洋争端、网络安全、美国对台军售、香港政制发展、新疆和西藏等领域的分歧基本得到妥善管控。所有这些为2015年中美关系平稳发展奠定了坚实基础。
During the Sunnylands Summit in June 2013,President Xi Jinping and President Obama agreed to build a bilateral relationship based on practical cooperation and constructive management of differences. Since then,deepening practical cooperation and constructively managing differences have become the key principle guiding the progress of Sino-US relationship. Guided by this principle,Sino-US relationship achieved many positive or groundbreaking progresses in 2014:frequent high level dialogues with the increase of political mutual trust;stable development of trade;breakthroughs on BIT negotiation;cooperation in acting on climate change;positive development in the building of New Type of Mil-to-Mil relations;and close security cooperation on regional and global levels. Meanwhile,the differences in areas such as trade,human rights,maritime disputes,cyber security,the U.S. selling weapons to Taiwan;political development in Hong Kong,and issues about Xinjiang and Tibet,were properly managed. All these have laid a strong foundation for the stable development of Sino-US relationship in 2015.
