This article，based on the text of TPP，attempts to analyze the parts competitive policy of TPP and state-enterprises，observing the standpoints and measures taken by the United States aimed at leading and shaping the global competition policy and competitive neutrality principles through the negotiations of free trade agreements. Based on these analyses and observations，this article provides policy suggestions at strategic level for China to meet the relevant challenges.
