2014年4月16日，韩国发生“世越”号沉船事件，该事件让韩国社会的整个甲午马年笼罩在失去亲人的巨大悲痛之中。2013年2月朴槿惠政府一上任，新政府就提出“国民安全”为国政第一要义。然而，执政刚满一年之际，“世越”号沉船悲剧的发生以及政府在危机处理中的应对不力，激怒了遇难者家属和社会大众，政府施政陷入民怨困境。本文以相关政府报告、媒体报道和网络舆论为依据，观察韩国政府在此次危机处理中的作为和表现，并在此基础上对其危机管理能力、政府与社会的互动情况做一简要介绍。
The sinking of Sewol happened on April 16，2014 in South Korea，which gave a great sorrow of losing relatives to South Korean society in the year of 2014. Just in Feb.2013，when Park Geun-hye was in office，the new government proposed that the national security should be the first thing in national policy. However，just turning a year，with the tragedy and the poorly response，which enraged victims’ relatives and the publics，the government in itself in deep trouble of popular discontent. Based on relevant government report，media report，social and internet opinion，the paper observes the action and execution of South Korean government in dealing with the crisis，and makes a brief introduction about its ability of crisis management and interactions between government and society.
