2013年国际恐怖活动呈现了一些新的发展趋势。在经历了一段相对低潮期后,“基地”等恐怖组织的恐怖活动在2013年“卷土重来”,重大恐怖事件在世界各地此起彼伏。非洲的恐怖活动呈急剧上升势头。在非洲恐怖活动中最活跃、破坏力最大的恐怖组织主要是“伊斯兰马格里布基地组织”、“索马里青年党”、尼日利亚的“博科圣地”,目前这几个恐怖组织有“合流之势”。西亚的恐怖活动呈反弹之势,叙利亚成为恐怖活动的又一大本营,伊拉克的恐怖活动反弹,也门的阿拉伯半岛基地组织不断扩张。俄罗斯北高加索的恐怖活动依然猖獗。在国际恐怖活动呈反弹之势的大背景下,中国的恐怖活动再次呈高发状态,且呈现出恐怖活动地域扩大的趋势、以政府机构和军警为主要袭击目标、恐怖势力使用冷兵器等简陋工具作案的新特点。
In the year 2013,international terrorism presented some new trends. After a low tide period,terrorist activities of “Al Qaeda” and other terror groups staged a comeback. Serious terrorist incidents escalated everywhere in the world. Terrorist activities in Africa rose sharply. Among them,the most active and damaging terror groups were Al-Qaeda in the Islamic Maghreb,Somalia’s Al-Shabaab and Nigeria’s Boko Haram. Currently,these terror groups have a trend of “confluence”. In western Asia,terrorist activities bounced back. Syria became another base camp of terrorism. In Iraq,terrorist activities were rampant again. Yemen’s “al-Qaida in the Arabian Peninsula” were constantly expanding. Terrorism in Russia’s north Caucasus was still active. Under this background,China has been experiencing a growth spurt of terrorism and some of the new traits are:the terrorist activities are expanding to more regions;terrorists are targeting more on government institutions and police and soldiers;terrorists use simple tools like cold enginery.
