The frequency and severity of natural disasters are increasing，posing threats to the urban security. Swiss Re issued a report of “Mind the risk，A global ranking of cities under threat from natural disasters” which devised a risk scenario per natural peril（five natural perils：storm，storm surge，river flood，earthquake，Tsunami）for each metropolitan area from both perspectives of human and economic toll. The report finds the aggregated ranking for all five perils，the absolute number of people potentially affected，the value of working days lost in relation to the local and national economy. With some exception，the world’s riskiest metropolitan areas are located in Asia，especially in China，Taiwan，the Philippines and Japan. In locations with a multi-hazard risk，the probability of an event substantially. Tokyo-Yokohama，Osaka-Kobe and Nagoya，Pearl River Delta，Taipei and Tainan-Kaohsiung Manila face a high likelihood of being impacted by different perils. In dealing with Natural Perils，Chinese cities must invest more in key infrastructures like water supply，hospitals，and main roads.
