2014年以来奥巴马政府努力在增加美国国内石油供应和最大限度保护环境、推动减排目标之间保持平衡。一方面,美国自20世纪80年代以来首次开放大西洋沿岸大陆架石油开采,同时开放阿拉斯加北极圈内部分区块,保障国内石油供给;另一方面,美国宣布将把北极圈国家野生生物保护区的大部分地区划为荒野,不再进行开发,并坚持“绿化”美国的石化行业,颁布新法规,以降低碳排放。同时,美国国内石油产量大增使得美国禁止原油出口的禁令正在受到冲击,随着商务部开始批准超轻质原油出口,美国原油出口开始提上议事日程;美国联邦政府仍然保持着很高的石化行业补贴,一时难以取消。
The oil policy that Obama’s Administration has been pursuing since 2014 is characterized by its great efforts to balance among increasing domestic oil supply,protecting environment and reducing carbon emission. On one hand,the Administration for the first time proposed opening to offshore oil drilling in the U.S. Atlantic outer continental shelf since the 1980s,as well as parts of the Arctic in Alaska. On the other hand,it barred energy development in most parts of the Arctic National Wildlife Refuge by declaring the land as “wilderness”. The Administration also insists to “green” the U.S. fossil fuel industry through issuing new regulations on the oil and natural gas production. Domestic oil production surge has brought about an impact on the crude oil export ban in the U.S. The Department of Commerce already began approving the exports of certain types of ultra-light crude oil. The U.S. federal government still maintains a large amount of fossil fuel subsidy and it is not expected being cancelled soon.
