因国际原油价格急剧下跌并保持低位，拉美国家的能源改革进程、大型投资计划将被搁置或推迟。尽管资源国的石油政策相对稳定，但因经济增长放缓，国内政治、社会矛盾增多，拉美的油气投资环境复杂多变，风险因素增多。中国企业需要立足于拉美资源国自身的国内市场和拉美地区市场的需求，中拉合作的着力点应集中在产业链内合作、能源相关基础设施、能源科技合作等领域，但同时应谨防政治因素带来的合作风险。

Although the oil policy in the majority of resources remains stable，the risk factors will increase in the oil investment environment，due to the economic slowdown，domestic political struggle and the serious public security. In the view of the oil industry development in Latin America，China-Latin American oil cooperation should focus on in the inter-industrial chain related infrastructure，technology and other fields，while Chinese companies should also be aware of the political risk factors in the cooperation
