乌克兰危机是国家构建的危机,不成功的政治和经济转型伴随着民族、宗教等冲突以及外部势力的干预,加剧了危机。欧盟在危机的不同阶段采取了相应的对策,积极拉拢乌克兰融入欧盟。在危机应对中,欧盟强调软实力的投放,注重舆论宣传与引导,强化对乌克兰的援助力度,推动对俄罗斯的制裁,借重国际机制和多边框架来应对冲突。成员国对制裁俄罗斯有着明显的分歧,其中德国的态度影响着欧盟对俄罗斯制裁政策的内容和方式。乌克兰危机对欧盟产生了较为深远的影响,东部伙伴关系可能因此不得不做出调整,欧洲安全秩序也由此面临新的变动,欧美关系和欧俄关系均受到不同程度的冲击与影响。
Abstract
The Ukraine crisis is a crisis of state-building,resulted from the failed political and economic transformation and the accompanied ethnic and religious cleavages,and the external intervention has exacerbated the crisis. The European Union introduced corresponding policies at different stages of the crisis,with an attempt to draw Ukraine over to its side. In response to the crisis,the European Union laid stresses on employing soft power and prioritizing guiding public opinion,strengthening its assistance to Ukraine while pushing forward sanctions against Russia,and relying on the international institutions and multilateral frameworks to deal with the conflicts. It is evident that the EU member states diverge greatly on whether to impose sanctions against Russia,while Germany plays a critical role in deciding the contents and methods of the EU’s sanctions. The Ukraine crisis has made profound impacts on the EU,which would lead to an adjustment of the Eastern Partnership and a transformation of the security order in Europe. At last,both the transatlantic and EU-Russia relations have been subject to different degrees of influences.
