2011年北非大变局和苏丹分裂对非洲地缘政治的冲击逐渐显现,北非整体“脱离非洲、靠拢中东”趋势增强,非洲传统大国埃及对全非的政治影响力大幅下降,以埃塞俄比亚为首的东非整体性崛起,非洲地缘政治格局出现冷战后前所未有的重大调整。受地缘政治变动影响,非洲安全形势在整体趋稳的同时仍潜藏不少隐忧:一是在政治安全方面,西式民主在非洲遭遇“水土不服”的困境,绝大多数非洲国家仍停留在“形式民主”阶段,并未探索出符合自身国情的民主道路;二是以埃博拉疫情暴发和恐怖主义蔓延为突出表现,非传统安全成为非洲跨越国界的头号地区性威胁,凸显非洲国家治理能力严重不足;三是非洲战略价值被重新发现,随着经济复苏渐趋强劲,美欧开始深度介入非洲安全事务。
The impact of the big change in North Africa and Sudan’s separation in 2011 on African geopolitics looms up. The trend that North Africa as a whole “out of Africa,return to the Middle East” is increasing. As a traditional power,Egypt’s political influence on Africa has fallen dramatically,while East Africa as a whole rises in general,and Ethiopia in particular. African geopolitics sees unprecedented adjustment after the Cold War. Geopolitical changes profoundly affected African security situation,while the overall stabilization still hides a lot of concerns. Firstly,in terms of political security,western democracy encountered difficulties in Africa,the vast majority of African countries are still in the stage of “hypocritical democracy”,they failed to explore the right democracy which accords with their own situation. Secondly,with the outbreak of Ebola and the spread of terrorism,non-traditional security has become the leading regional threat across borders,which highlights African countries’ governance deficit. Thirdly,African strategic value was found again,the economic recovery in America and Europe is strong,so their intervention in African security also increases.
