日本煤炭清洁利用与高效发电产业国家战略研究

煤炭清洁利用与高效发电产业国家战略是日本能源安全战略的基石,是日本环境立国与能源技术立国战略的重心,是日本经济增长战略的关键,更是日本基础设施输出战略的支柱。这一战略重点放在了发展清洁高效火力发电技术上,为此,日本政府制定了火电技术发展路线图,将燃煤火力发电技术分为三代,并确立了新一代燃煤火力发电技术开发和商业化的时间表。日本大力推行这一战略的主要意图是:在能源保障上,可以保障国内能源和电力的基本供给,稳定电价,实现最优的混合电源构成配置,从而为社会经济发展提供能源支撑;在技术上,可保证日本在燃煤火电技术的世界领先地位,在一定程度上减轻环境负荷,从而实现日本2030年国际承诺的减排目标;在产业上,可以增加基础设施的建设和投资,扩大煤电机组等火力发电设备的出口,从而拉动日本经济的增长,其战略目标就是要实现经济发展、资源保障和环境保护三者的有机统一。

Abstract

The national strategy for Japan’s clean coal utilization and efficient power generation industries is the foundation of the country’s energy security plan,the core of its nation-building plan through environment and energy technology,the focus of its economic growth plan,and the basis for its infrastructure exportation plan. The emphasis of this strategy is put on the development of clean and efficient thermal power generation technology;for this,the Japanese government has formulated a road-map which shall divide the technology into three versions,and planned a time table for the development as well as commercialization of thermal power generation technology. The main purpose of pushing this strategy is:in the field of energy security,to ensure the supply of domestic energy and power,to stabilize the electricity price,and to optimize the allocation of multiple electric sources to provide resources for social and economic development;in the field of technology,to secure a leading position on thermal power generation technology in the world and to reduce environment lord partly for emission reduction target by 2030;in the field of industry,to increase development and investment of infrastructure,and to expand the export of thermal power plants(e.g.coal-fired generating units)to boost Japanese economy. The strategic goal is to combine the factors of economic development,resource security,and environmental protection into one organic unity.
