煤炭是我国的主体能源,长期以来为促进经济社会发展和保障国家能源安全做出了重大贡献。与此同时,大规模粗放式的煤炭利用模式也给我国生态环境保护和应对气候变化带来了巨大压力。由于燃煤产生的二氧化碳是我国能源相关二氧化碳排放的主要来源之一,且煤炭将长期在我国能源结构中占据重要地位,相应的碳减排需求迫切。本文从我国煤炭清洁高效利用的必要性出发,结合当前我国煤炭清洁高效利用的现状基础与实际问题,着重探讨了实现煤炭清洁高效利用与我国碳减排战略之间的关系,全面分析了实现我国煤炭清洁高效利用的能力建设途径,并提出了相应的政策保障措施。
Coal is the dominant energy source in China,and plays an important role in China’s socio-economic development and national energy security for a long time. Meanwhile,the large-scale and extensive coal utilization has posed a growing challenge for protecting the environment and countering climate change. Coal combustion is the major source of China’s energy-related CO2 emissions,and the fundamental position of coal in the national primary energy mix will be long-term. Thereafter,the strategies for CO2 emission reduction in China rely highly on high-efficiency,clean,and low-carbon utilization of coal. This paper aims to introduce the importance of clean and efficient coal utilization,analyze the current state and engineering progress of China’s coal utilization,and further illustrate the relationship between the clean and high-efficiency coal utilization and China’s strategies for CO2 emission reduction. Corresponding capacity building and comprehensive countermeasures for the clean and high-efficiency utilization of coal are addressed.
