The present development status and motivation of international carbon trade market has been briefly analyzed in this paper. Meanwhile，the present construction and development status of the carbon market in China has been discussed too. Furthermore，according to the profound currently development background in international carbon market and the construction and development situation in China，the present development potentiality of carbon trade market in China were evaluated，and the policy suggestions to promote the development of China’s carbon trading market were also putted forward in this study. The study suggests that：the development goals of China’s carbon market should not only serve the strategy that address the national climate change，but also the tactic that promote economic transformation and upgrade of China’s industry，as well as to develop a unified national carbon trading market. At the same time，governments should consider the regional differences in economic development level and industries. Moreover，this paper pointed out that the domestic carbon financial market and other supporting market should also be developed and prosperity so as to promote the construction and development of a carbon trading market in China.
