2011年爆发的东日本大地震,不仅彻底摧毁了日本所谓的“核安全神话”,也瓦解了其长期构筑的能源安全体系,甚至使日本难以兑现其在《京都议定书》中所做的国际承诺。大地震之后,伴随政权更迭以及关于核电去留问题的争论,日本政府关于如何重建能源体系出现动摇。当前,尽管安倍内阁已明确提出重启核电方针,但日本能源战略转型仍未结束。本文基于“能源链”系统创新的视角,从采购、生产、流通及消费四个环节出发,分析日本能源消费结构及其既有供给体系的特征与模式,在此基础上探讨其能源战略转型的重要背景及发展趋势。
East Japan earthquake,which erupted in 2011,not only completely destroyed Japan’s so-called “nuclear security myth”,but also dissolved the energy security system,and it was even difficult for Japan to fulfill international commitments made in “Kyoto Protocol”. After the earthquake,with the regime change and debate on nuclear power,government of Japan’s energy system rebuilding was shaken. At present,although the Abe cabinet proposed explicitly to resume its nuclear policy,Japan’s energy strategy transition is not finished yet. From the perspective of the “energy chain” system innovation,and four processes,named as energy procurement,production,distribution and consumption,this paper analyses Japan’s energy consumption structure and its supply system pattern and characteristics;furthermore,the background and development trend of energy transformation strategy are discussed.
