2014年德国政府公布了首个《能源转向进展报告》和两个行动计划——《2020气候保护行动计划》与《2014国家能效行动计划》。德国的能源转向取得了重大进步，但是和目标之间还存在偏离。在能源消费、能效和温室气体排放方面，如不立刻采取额外措施，则要实现能源转向既定目标难度很大。德国政府的两个最新行动计划旨在采取相应措施，但是措施的有效性尚待进一步观察。
Abstract
In 2014 the German government announced its first “Progress Report on the Energy Transition” and two action plans “2020 Action Plan on Climate Protection” and “The National Energy Efficiency Action Plan （NAPE）”. Although German Energy Transition has made significant progress，there is still deviation from the original goals. Should the federal government not take additional measures immediately in areas of energy consumption energy efficiency and greenhouse gas emissions，it would be very difficult to achieve the stated objectives. The two action plans are aimed in implementing these necessary measures，but their effectiveness still requires further evaluation.
