The continuous simmering of Snowden incident was a major event in 2013. It exposes the tip of iceberg of American massive secret surveillance program which led to worldwide concern on cybersecurity and personal privacy. Since its outbreak in June，2013，the Snowden incident has roughly experienced three stages of development until now. However，its repercussions still last. In order to calm things down，the Obama Administration has taken crisis management measures，including slightly reform on the surveillance program of American intelligence community. American massive surveillance and cyber penetration as revealed by Snowden deviate from the values which are always advocated publicly by the United States. It causes great damage to America’s international image. This incident not only overshadowed the trust and cooperation between the United States and its allies，but also influences its relations with China，Russia，Brazil，Mexico and other countries concerned. A rising tide for taking further steps to regulate cyber surveillance is looming large among international society after the Snowden incident. And it also highlights the necessity for international community to strengthening regulation and cooperation in the field of cybersecurity.
