近年来，河南省通过建设公共文化服务设施网络、提供公共文化服务产品、培育人才队伍、加强政策组织等的支撑，基本建立了五级公共文化服务体系框架。但在建设中依然存在一些问题：公共文化服务设施网络建设区域发展不平衡、公共文化服务内容满足不了群众的多样化文化需求、人才队伍不稳定。今后应当城乡统筹，促进公共文化服务设施网络均衡发展；创新内容，提升公共文化服务能力；加强培训，建立稳定的公共文化人才队伍；完善体系，提供坚实的政策资金支撑。
In recent years，Henan Province has actively built the net work of facilities for public cultural services，provided with public service products，developed high-caliber personnel，strengthen the support from polices and organs and basically established the framework for service system of public culture from five levels. While in the construction，there still existed the following problems：the construction of public service facilities was out of balance between different areas，public cultural services couldn’t meet the demand from citizens，and the high-caliber personnel of public cultural services were not very stable. In future，we should coordinate rural and urban development，balance the development of net work facilities of public cultural services in different areas，create cultural content to improve the function of public cultural services，strengthen training mechanism to steady talent teams，and improve cultural system to provide a strong support with policies and funds
