The ecological civilization construction in Tokyo has experienced in four stages such as the frequent of pollution and prevention control，the equal emphasis on environmental protection and economic，the sustainable development and active governance，the environmental revolution and low carbon city. The basic experience of Tokyo environmental governance is the environmental management system to establish a comprehensive type，attaches importance to the implementation of ecological civilization，system evaluation and supervision，to develop new Tokyo environmental planning and green space planning，encourage enterprises，social organizations，public participation，the importance of source control and end environmental technology combination，strengthen the city greening construction. Based on the experience of Tokyo，Beijing should deepen the reform of ecological civilization system，formulate and implement strict ecological civilization system，pay attention to low carbon eco-technology innovation，construction of integrated management model of multi interaction，carry out publicity and education activities，encourage forestation and low carbon travel.
