北京在作为超大城市所固有的矛盾之外，废弃物排放量大、再生资源利用不充分、缺少废弃物循环利用的产业链、自然资源的过度开采和不当利用等，也是导致其环境治理难的重要原因。循环经济的核心内容3R原则恰好给出了如何解决以上问题的方法。研究力图从战略、体制机制和具体工作实施三个层面，探讨二者如何助力北京化解环境治理难题的相关路径与措施。
the environmental management is a prominent problem of Beijing’s current development. Besides Beijing’s inherent contradictions as a megacity，the giant amount of waste emissions，insufficient uses of recycling resources，lack of industry chain for waste material recycling，over-exploitation and misuse of natural resources are the important reasons for Beijing’s difficult situation in environmental problems. The core content of 3R Principles in the recycling economy，however，provides exactly the solutions for the problems mentioned above. The study，from three levels including the strategy，system mechanism and specific implementation，tries to explore the relevant routines and strategies，about what those two aspects can assist the improvement of the environmental difficult situation in Beijing.
