The year 2014 is the first year of our work to comprehensively implement the spirit of the Third Plenary Session of the 18th Central Committee of the C.P.C and deepen the reforms in an all-round way. This year witnesses the APEC meeting successfully holding in Beijing which has pushed the Beijing public service to a new high，but the quality of public services needs to be improved. The top 6 in its comprehensive score on the Beijing Public Service Comprehensive Ranking are the following districts and counties in a high-to-low order：Xicheng District，Dongcheng District，Yanqing County，Pinggu District，Huairou District and Mentougou District. The five districts and counties ranked in the middle are Chaoyang District，Miyun County，Haidian District，Shunyi District and Shijingshan District. The five districts ranked at the bottom are Changping District，Fengtai District，Fangshan District，Daxing District and Tongzhou District. The ranking list shows that the core areas and biological conservation areas rank higher in their comprehensive score，especially the biological conservation areas occupy four of top 6. This indicates that people’s requirements for the quality of environment are increasing；however，too large population and industries are concentrated in new urban development zone resulting in its insufficient development of public service and thus has become the weakness for the whole city’s public service.
