本文主要研究新西兰的气候变化政策及其动因和启示。新西兰一直是应对气候变化问题的积极参与者。无论是前工党政府还是现任国家党政府都非常重视气候变化问题。本文通过对新西兰气候变化政策进行介绍,归纳出新西兰实施如此积极的气候变化政策的动因、它所实施的一些具体的气候变化政策措施如碳排放交易制度(Emissions Trading System,ETS)以及这些政策和措施对国际气候变化机制的借鉴意义和对中国制定气候变化政策的启示等。另外,通过对气候变化问题进行深入研究,可以更加深刻地了解气候变化对于全球的环境、经济的影响,从而为制定何种政策来应对这些问题提供意见,以推动应对气候变化机制向前发展。
Due to its unique geographical location and the natural ecological environment,New Zealand is particularly vulnerable to global climate change. This article tries to find out the reasons behind New Zealand's such an active climate change policy and the domestic impact it had for implementing a number of specific climate change policies and measures, such as carbon emissions trading scheme(ETS), as well as its implications for our climate change policies. On the other hand, this article also tries to better understand the influence climate change has on the world's environment and economy through a deeper study of climate change,so as to promote the international community to address climate change mechanism forward.
