机场对于促进国家地区经济社会发展具有重要支撑作用。在经济全球化的激烈竞争中，通过加强机场建设扩大国际方面人员、物资以及资金流动，振兴经济，消除地区间差距，成为许多国家和地区思考中长期发展战略时的重要内容。2010年6月，日本内阁会议通过了“新成长战略”议案，其中对日本首都圈国际枢纽机场基地功能建设等事项作了阶段性目标确认和措施部署。将都市圈国际机场功能建设纳入国家战略，通过加强枢纽机场交通整合资源，实施国际机场一体化运营，强化区域国际竞争力，是考察日本国际经验给予我们实施大都市圈枢纽机场建设的重要启示。
Airport is a key infrastructure for social-economic development of a country. In view of the rapid development of globalization, international airports become crucial component in long term development strategies of many countries so as to promote international flow of human resource, goods and capital, to balance international and regional development and,to promote national competence. Japanese Congress passed "New Development Act" in June 2010 and formulated the staged aim and strategy for Tokyo International Airports. Therefore development of the airports has become part of national strategy. Based on the promotion of transportation and resource utilization, coordinated operation and international competence of the airports has been realized.
