当前文化发展已不仅仅是精神领域的文化艺术建设，更体现在城市社会、经济生活的方方面面，包括城市空间等方面。因此，实施文化发展战略要求从城市设施建设、产业发展以及社会进步等方面进行文化战略规划。本文通过对日本东京城市总体发展战略规划的考察与分析，试说明文化的引导力和文化的推动力在推进实现城市发展总体目标过程中发挥的作用。
The cultural development issue of world cities includes not only culture and arts, but also socio-economic perspectives of urban life as well as urban space etc. To carry out cultural strategy it is necessary to formulate cultural plan concerning business development, urban infrastructure and social development. The paper has used Tokyo as an example to illustrate the significance of cultural plan in promoting the implementation of urban development plan.
