当今世界,经济制裁已成为一些国际组织和国家,尤其是一些大国为实现其特定目标而采取的一种重要手段。为了反映国际经济制裁的发展现状,本报告分析了当前有关伊朗和俄罗斯的经济制裁行动。伊朗核问题触发国际社会对伊朗实行了8年多的经济封锁,导致伊朗陷入20世纪80年代以来最严重的经济危机。乌克兰危机则成为西方国家对俄罗斯发动多轮经济制裁的导火索,并由此导致俄罗斯经济徘徊在衰退的边缘。由于俄罗斯的反制裁措施陆续出台,西方国家与俄罗斯之间的经济对抗不断升级。这在一定程度上反映出国际经济制裁实际上是双方经济实力的较量。从经济制裁的效果来看,尽管受到制裁的一方会遭到一定程度甚至巨大的经济损失,但施加制裁的一方可能也难以全面实现其设定的制裁目标。在可以预见的将来,仅仅依靠经济制裁仍难以实现伊朗核问题的全面解决,而西方国家与俄罗斯之间的制裁与反制裁还将继续。
Economic sanctions are increasingly becoming an important means for some international organizations and countries,especially major powers,to achieve specific goals in the world today. In order to reflect the status of the development of international economic sanctions,the report analyzes the economic sanctions used by the international community against Iran and Russia. The Iranian nuclear issue triggered more than eight years of economic blockade imposed on Iraq,which resulting in the most serious crisis of the Iranian economy since the 1980s. The Ukraine crisis caused several rounds of economic sanctions imposed by the Western countries on Russia,so that the Russian economy is hovering at the brink of recession. Because of a series of Russian anti-sanctions,the economic confrontation between the West and Russia escalated. To a certain extent,it reflects that international economic sanctions are in fact a contest of the economic strength of the sender and the receiver. In terms of the effect of economic sanctions,the receiver suffers a lot from sanctions,but the sender is still difficult to achieve its targets. As for the prospects of the two cases,it is of great difficulty to achieve a comprehensive settlement of the Iranian nuclear issue only by economic sanctions on the short-term,while sanctions and anti-sanctions between the Western countries and Russia will continue in the foreseeable future.
