全球金融危机掀起了新一轮的国际贸易协定谈判浪潮。在多边贸易协定谈判方面，巴厘一揽子协定达成了多哈回合的第一个成果；在诸边贸易协定谈判方面，服务贸易协定、信息技术协定和政府采购协定在不同领域并驾齐驱，推动了相关领域的开放；在区域贸易协定谈判方面，跨太平洋伙伴关系协定、跨大西洋贸易和投资伙伴协定、区域全面经济伙伴关系协定呈现了取代多边贸易体系的趋势。更重要的是，伴随着多层次国际贸易协定谈判的推进，新的国际贸易规则正在孕育和发展。
Global financial crisis induced a new round development of international trade agreement negotiation. On the multilateral trade negotiations，Bali agreement is the first for Doha round. On the plurilateral trade negotiations，the Trade in Service Agreement，the Information and Technology Agreement，and the Government Procurement Agreement develop simultaneously. On the regional trade negotiations，the Trans-Pacific Partnership，the Trans-Atlantic Trade and Investment Partnership，and the Regional Comprehensive Economic Partnership show a trend of replacing the present multilateral trade system. Along with the advance of international trade agreement negotiation，some new trade rules are producing and developing.
