With the world economy experiencing a moderate recovery,especially the developed countries’ situation turning for the better,global foreign direct investment (FDI) returned to growth in 2013 after a sharp fell of 19.4% in 2012. This situation was expected to continue in the next three years,which could strengthen the capability and willingness of multinational enterprises to increase their cross-border investments and prompt them to transform their record levels of cash holdings into new investments. Nevertheless,there were still difficulties and risks that should not be ignored. The road to a stronger growth level of global FDI was tortuous.
