The external relations of Macao are pivotal to the economic development，cultural prosperity，education，life qualities of Macao citizens. Based on the special arrangements stipulated in the Basic Law with respect to external exchanges，the Macao SAR government should consolidate and develop its full-scale openness to the outside world and maintain its role as one of the major windows for Mainland China in its external connections.
