社会治安是地区秩序的主要指标。澳门自1999年回归至2007年间的犯罪案件数目与居民人口估计数目均呈现上升趋势。与回归之初作比较，这也显示该年犯罪案件有明显增幅。多年来澳门的罪案均以侵犯财产罪所占比率最高，超过50%以上；另一方面，维持和控制澳门社会治安的执行人员数目（警务、司法及惩教人员等），至回归以来，虽也呈上升之势，但除惩教人员增幅较多外，警务及司法人员的增幅仍跟居住人口估计数目存在距离，对维持和控制澳门社会治安水平构成压力。未来特区政府应考量以更科学的方法对博彩行业中较易衍生的罪行作分类或研究，进一步提升澳门社会的治安水平。
Social order is always a major concern of any region. It can be broken by war or natural disasters but mostly it is broken by behavior that violates legal regulations in the region. As a result，the government needs to establish mechanisms like police and corrections to maintain social order. From 1999 to 2007，the number of the criminal cases and the population in Macao both increased，but the growth rate was different for many years. For example，the increase of the crime rate in 2007 was almost four times that of the increase in the population. Property crime constituted more than half of the criminal cases for many years. On the other hand，the personnel in law enforcement agencies have also increased. But the increase was mainly in the areas of corrections rather than policing and judicial officials，which places more pressure on maintaining social order in general. In the future，more studies have to be done in crimes related to gaming.
