本文从财政功能的角度探讨澳门政府现今的财政政策,并重点分析2008年和2009年财政年度的财政计划。本文所提供的数据和分析显示旅游和博彩业的强势发展,使得政府未能完善其财政功能,贫富更趋两极化,并埋下长期不稳定的隐忧。因为美国的次贷危机,使全球处于金融海啸之中,澳门也难免不受波及。澳门政府近年的政策重心放在解决短期问题上,虽然常提及经济转型的重要性,但却没有提出足够的直接和具体措施。如要完善财政功能,还需下更大的努力。
This paper examines public finance in Macao from the perspective of economic functions,with a focus on the Chief Executive’s policy addresses for the 2008 and 2009 financial years. The evidence and analysis reveal that the overpowering development of the tourism and gaming industry had hindered the government’s efforts to fulfil its economic functions,leading to a widening gap between the rich and the poor and laying the seeds for potential long term economic instability. Due to the subprime crisis in the US,the whole world was engulfed in a Financial Tsunami. Macao was unlikely not to feel its effects. The economic policies of the Macao government in recent years had been on easing short-term problems. Although the importance of economic restructuring had been frequently mentioned,the government had not introduced adequate direct and concrete measures. If the government were to improve its performance,more efforts would be needed.
