2008年以来，欧元区部分成员国主权债务危机持续发酵，成立十余年的欧洲货币联盟面临巨大挑战，欧洲一体化成果受到严重威胁。欧盟现行的经济治理机制是一种在货币政策和财政政策上非对称的治理机制，具有浓重的德国色彩。在当前的危机之下，对欧盟经济治理机制进行改革已是势在必行。本文将解读欧盟的经济治理机制，对其构建的过程和原则进行梳理，分析欧元区当前发生的重大问题与这一机制之间的关联，并在此基础上对当前的改革建议进行评价。在整个分析论证的过程中，本文将以充分重视德国的巨大影响力为前提，并由此解读出德国在欧盟经济治理机制建立、运行和改革中所扮演的角色。
Since 2008,the euro area sovereign debt crisis continues to simmer.The European Monetary Union faces enormous challenges,and the European integration is seriously threatened.Facing the current crisis,a reform of the asymmetrical economic governance of the EU is imperative.This paper interprets the EU's economic governance mechanism,describes its build process and principles,analyzes the associations between this mechanism and the major problem of the euro area in the current crisis,and evaluates the current reform proposals on this basis.In the analysis and argumentation,the paper always pays full attention to the enormous influence of Germany,and thus interprets the role of Germany in operation and reform of the EU's economic governance mechanisms.
