取代大联合政府的黑黄联盟与理想中的“意愿联盟”相距甚远。从诞生之初的不和谐开始，执政联盟在两年的运行中充满着矛盾与冲突，乃至公开的不合作。这一切多次致使合作过程变数横生，危机频现。然而联盟党与自民党虽持续处于不和与争执之中，但并未出现联合政府双方分手的局面。近来的发展趋势进一步显示，黑黄联盟虽有危机，但尚能维持。究其主要原因，除了自民党的快速衰落与边缘化之外，更应首推默克尔的权势扩大、地位稳固和民众支持度上升的作用。
The black-yellow coalition,which replaced the grand Union,is far from the ideal of a "coalition of the willing".This coalition came into life with disharmony two years ago.During that time it was full of inner contradictions and conflicts and even had to deal with open disagreements.All this led to frequent crises in the cooperation of the Parties.However,the coalition government formed by the Union Party and the Liberal Democratic Party has not yet been confronted with a break-up situation.The recent trend shows further that although the black-yellow coalition is undergoing many crises,it is still capable of maintaining.In addition to the FDP's rapid decline and marginalization,the main reasons should be found in Merkel's increasing power and entrenchment,as well as her growing public support.
