本文分析了2011年6月德国政府作出能源转向政策至2012年年底该政策的现状、实施及存在的问题。虽然面临各种问题，但是德国不可能退回使用核电的阶段。能源转向政策的实施终究将继续向前推进。但是就目前实施的进度来看，要完全按照默克尔政府制定的时间表如期实现能源转向目标，难度还相当大。
This paper analyzes the current situation,the implementation and problems of Germany's energy transition policy from June 2011 to the end of 2012.Although confronted with a variety of issues, it is impossible for Germany to return to the stage of using nuclear power.The German government will continue to implement the energy transition policy.But at the current implementation rate, it will be very difficult to achieve the goals on time.
