As the birthplace of ancient maritime Silk Road and the foreland of the reform and opening-up policy，Guangzhou bears long history of foreign trade and profound foundation of cultural exchange with foreign countries. According to the decisions and arrangements of the central and provincial governments，Guangzhou shall takes part in building the maritime Silk Road in the 21^st century actively，and plays well the role of bellwether in the mission，to be the bridge tower for the international capital，international enterprises and international organizations landing on the pearl river delta region，even on the whole Chinese mainland. To speed up the infrastructure construction，to promote the diversified development of economy，to carry forward the building of the free area of Guangdong，Hong Kong and Macao，to complete the cooperation and coordination mechanism，and to manage the historical and cultural sectors，shall be the main work in Guangzhou’s involvement in the maritime Silk Road construction in the 21st Century.
