广州软件产业在市场强大需求的驱动下，政府及时出台扶持政策，营造了良好的创新环境，促使广州市软件产业实现从自发分散发展阶段向有组织的快速发展阶段转变，并初步形成了产业体系以及集聚发展的态势和规模效应。但是，广州软件业产业总体规模偏小，软件业出口规模小，龙头企业相对较少，企业自主创新能力弱，市场环境不够规范等短板，还需要借助省部合作的机遇，建立领导负责、部门协调的产业促进机制，加大财政资金扶持，加强软件园区建设，培育软件龙头企业集聚产业高端人才，加大知识产权保护力度，加快国际化步伐，提升软件产业外向度。
Driven by strong market demand, Guangzhou software industry develops rapidly and attaches the government policy support, which creates a favorable environment for innovation, and promotes the Guangzhou software industry from the stage of spontaneous dispersion to the organized rapid development stage. The industry system is formed, as well as the agglomeration and the economies of scale. However, the overall scale of Guangzhou software industry is still small, so as to the software industry exports, leading enterprises, and the enterprises independent innovation capability is still weak, market environment need to be more regulated.
