The strength of urban innovation capability lies in the innovative capability of enterprises, and the latter is affected by the four elements of the Michael Porter Diamond Model. Accordingly, this paper establishes the innovation city evaluation system through establishing innovation unit system, and conducts empirical research on the cities in Guangdong province, and proposes corresponding policies suggestions as well.
