2010年的中美关系呈现出波动性、竞争性、敏感性和官民脱节四个主要特征。这是因为,在“后危机时代”两国关系延展的时空背景进一步变化,既使奥巴马政府对执政首年的对华政策作出修正,也使两国关系中的定位模糊、框架松动等深层次问题浮出水面,引发两国关系激烈振荡。面对这种情况,双方自2010年下半年以来积极行动,力求双边关系的再平衡。当前,两国关系仍延续“胡奥会”后的平稳势头。但因一系列新老问题的存在,这种平稳局面具有很大可逆性。
The relations between U.S. and China are more fluctuant,competitive,sensitive in 2010,with a widening recognition gap between the official and the public opinion on both sides. This is because the comprehensive transformation of the environment in which the bilateral relations have been unfolded in the Post-Crisis Period. Such environmental transformation not only causes the periodical change of the Obama administration’s China policy which inevitably leads to the fluctuation of the relations,but also makes the deep bilateral problems more apparent,such as the ambiguous nature of the relations and the weakening of relation structure,etc. In order to avoid strategic showdown and deepen strategic cooperation,the two sides are dedicated to the rebalancing efforts during the second half of 2010 even with their competition still going on. Up to now,it seems that the U.S-China relations turn back to stabilization after Chinese President Hu’s visit to Washington in early 2011. But this stabilization is fragile and reversible due to the existence of a serious of old and new problems.
