本报告从“综合国力”的角度，利用一些可获得的关于近十年来美国力量变化的数据和指标，来给出一个关于美国力量变化轨迹的描述。这些数据和指标涵盖了美国经济、社会、人口、政治、科技、教育、军事、能源、环境等几个主要方面，着重于综合国力中的“硬件”。本报告亦从横向方面，比较了美国与欧盟、日本、中国、俄罗斯和印度等国在上述各方面的表现，试图揭示美国力量在这十年间的相对变化，从而给出一个关于近十年来美国力量变化轨迹的描述。
Discussing from the“comprehensive national power”approach，the report provides a description of the change of US national power in the past ten years，based on some available data including economic，social，political，technological，educational，military and environmental/ecological indicators，with a priority on the“hard”side of comprehensive national power. The report also gives a comparison among the US，EU，Japan，China，Russia and India，monitored by above-mentioned aspects，trying to indicate the relative changes of the US power；thus presenting an overall observation on the change of US national power in the past ten years.
