本年度德国执政联盟分歧和裂痕加大，支持率不断下降。受世界金融危机影响，2009年德国经济遭遇重创，2010年开始全面复苏，但财政赤字攀升、负债创新高。政府拟实施财政紧缩计划以使财政状况符合《稳定与增长公约》的规定。为应对经济危机而推行的短时工法令将延长，医疗保障改革尚未启动，贫困风险有所上升。欧元区危机对德国与欧盟的关系提出了挑战。在共同携手抵御金融危机的背景下，本年度中德关系全面回暖。
Frequent disputes and frictions within the German ruling coalition has led to a constant drop of its support rating. Although hit heavily by the world financial crisis in 2009，the German economy began a full recovery from the beginning of 2010，however，its budgetary deficit and debt level have reached a new high. The government is planning to implement an austerity plan to make its fiscal situation in conformity to the requirements of the Stability and Growth Pact. It will also extend the period of the validity for the Short-time Working Benefit applied for the sake of dealing with the crisis. At the same time，its reform of health care system has not yet been kicked off and the risk of poverty gained up in some degree. The crisis encountered by the euro group has posed a range of challenges to Germany. China-Germany relations start to take a favourable turn out of the common need of coping with the financial crisis.
