《里斯本条约》作为欧盟历时近十年的改革与宪政化成果,为欧洲一体化的进一步发展奠定了新的基础。本报告从政治、经济、对外关系与科技发展等方面,多角度地分析该条约对欧盟未来的影响。从整体上看,欧盟本轮改革基本实现了2001年《莱肯宣言》提出的目标,为欧盟在可预见的将来提供了稳定的机构与机制框架,有助于促进欧洲一体化进一步发展。但是,《里斯本条约》并没有解决欧洲一体化的许多根本性问题,没有明确提出欧洲一体化未来可确定的目标。
As a result of the nearly 10-year reforms and constitutionalisation,the Treaty of Lisbon has laid down a new foundation for furthering the European integration. This report analyses the impacts of the Treaty of Lisbon on the EU’s future from the perspectives of politics,economy,external relations and science and technology. In general,the Treaty has essentially achieved the objectives defined by the Laeken Declaration,having provided a stable framework of the institutions and mechanisms for the near future of the European Union,from which the European integration will be greatly benefited. However,the Treaty itself has not solved all the issues fundamental to the European integration process and it still remains unanswered what will be the final destination of the European integration.
