2010年12月1日，欧洲对外行动署正式运作，意味着欧盟外交单一身份进一步制度化，本报告期内欧盟继续围绕着建设一个统一、协调的欧洲外交展开，主要体现在欧盟机构在外交话语权、外交工具、外交舞台、区域外交和全球外交等层面进行整合和构建，向人们展示一个更具外交代表性和政策协调性的欧盟。欧盟的战略思维表现为从稳定周边到调整全球战略，致力于在联合国这一外交平台上，从深度和广度扩展欧盟的外交话语权和全球影响力，积极打造外交上“一个声音的欧洲”。
Since the EU launched the "Europe 2020" Strategy, it becomes more apparent of the EU's target at keeping line with the US in science and technology by stepping up its research and innovation capabilities. As an integral part of the European Research Area(ERA), "Innovation Union" tabled by the European Commission on October 6 2010 acts as well as one of the most effective tools and measures for tackling the European debt crisis in order to rebalance public finance and boost economic competitiveness. In addition, the EU focused its efforts on European Innovation Partnership in an attempt to complete the European Research Area in 2014.
