2011年上半年和下半年,匈牙利和波兰分别担任欧盟轮值主席国。匈牙利和波兰不同的政治生态对两国履行轮值主席国职能有一定影响,但是不会根本改变轮值主席国的议程或运作方式。匈牙利和波兰的轮值主席国议程不仅反映欧盟的整体利益,而且具有中欧特色。虽然有不利条件的制约,但匈牙利和波兰都通过轮值主席国展示其推进欧洲建设的承诺、决心与能力,同时推动对欧洲建设至关重要的中欧议程。
In order to solve the Libya crisis, the UN Security Council adopted, by applying the principle of "responsibility to protect" for the first time, a Resolution on the Libya issue, based on which the France—UK-US alliance conducted air assaults on Libya. Tremendous consequences will be thus produced on the future moves of international law and international relationships, in that many of the traditional principles in international law have been put under challenge and that international law itself is at a stage of being transformed. Resulted from the European countries' practice in response to the Libya crisis, possible changes in international law may take place in the following four aspects, namely, settlement of international disputes with a peaceful means or by use of force, the "responsibility to protect" and rationale for using force, use of force and the principle of non-intervention in the internal affairs of the other states, and the underlying principles for the recognition of a government in international law.
