随着全球气候变暖的趋势加剧,气候变化成为当今国际社会最关注的问题之一。《联合国气候变化框架公约》和《京都议定书》是国际社会应对气候变化的重要法律文件。议定书第一承诺期到2012年结束,如何建立更加公平有效国际气候制度,后京都谈判面临严峻挑战。2006~2007年,围绕气候变化的热点事件层出不穷,各种高级别会议聚焦气候变化,令人目不暇接。本文介绍了后京都国际气候谈判的形势和最新进展,回顾和追踪了近一年来发生的一系列热点事件,试图分析和解读国际气候政治的基本格局及新的特点,并对未来国际气候制度的发展前景作出展望。
With the accelerated trend of global warming,climate change has gained increasing attentions of the international community. The UNFCCC and the Kyoto Protocol have been served as important legal bases for international cooperation on climate change. Since the first commitment period of the Kyoto Protocol will be ended by 2012,post-Kyoto climate negotiations have faced great challenges to build a more equitable and effective international climate regime. During the year 2006/2007,there have been lots of events on climate change,including numerous high level meetings and dialogues. In this paper,the author first introduces the situation and latest development of post-Kyoto negotiations,and then reviews some important events on climate change that took place in recent months. By analyzing and interpreting the basic patterns and new characteristics of international climate politics,the author finally outlines the prospects for the future development of international climate regimes.
