与金融危机相伴随,全球的就业危机已成为国际关系中的重大事实。美国的就业形势最为严峻,失业率已经攀升至26年来的最高点;欧盟、日本等发达国家和地区的失业率也不断刷新近年来的历史最高纪录;其他新兴经济体和发展中国家的失业人数也不断增加。企业破产和失业大军的增加引发了社会动荡,动摇了政府的执政根基。为了应对就业危机,各国纷纷出台了经济刺激计划以缓解危机,但同时凸显的贸易保护主义也导致了国家间关系的紧张。从目前的形势来看,全球经济已显露积极迹象,就业危机有望在不久的将来得到缓解。
Accompanied with the financial crisis,the global employment crisis has become increasingly prominent in the international relations.The most severe situation is in the U.S.whose unemployment rate has risen to the highest point within the past 26 years;the European Union,Japan,and other developed countries has repeatedly set new unemployment rate records in recent years;and the number of unemployed in emerging economies and developing countries has also kept growing.The increasing corporate bankruptcies and the enlarging group of the unemployed led to social unrest and shook the foundation of the government.In response to the employment crisis,most countries have introduced economic stimulus package to ease the crisis;however,the rising trade protectionism also produced great tensions between the major states.The current situation shows positive signs in the global economy;thus,the employment crisis is expected to be alleviated in the near future.
