Ever since the Plaza Protocol，Japan had emerged a serious phenomenon of “Deindustrialization” in its industry.Following large manufacturing enterprises，many of those medium and small ones had put into effect to transfer their production towards overseas countries；therefore，a dual production pattern was formed both at home and abroad.By the financial crisis，Japan’s such dual production pattern began to face challenges.Some of the medium and small manufacturing enterprises who own the core machinery manufacturing technologies have started to consider carrying out the transfer of production to foreign nations due to the deterioration of the domestic production environment.Combined with China’s expanding domestic demand and industrial restructuring strategy，how to actively introduce the Experience of Japanese small and medium manufacturing enterprises is the manufacturing technology policy issues which are needed to resolve in the future.
