福岛核危机不仅对日本核电产业、燃料进口及发电成本、“核电立国战略”思想产生了巨大冲击，还进一步诱发了日本在“核能存续”问题上的全民大论争。尽管如此，福岛核危机及其次生灾害影响对日本能源安全而言，并非是能源短缺的“结构性危机”，而是具有柔性的、暂时的“利润危机”。日本能源安全战略的基本架构不会出现结构性调整，不会完全放弃核电产业，核能仍将作为未来支撑日本经济发展的主要能源之一。但是，在能源目标、安全取向、行动内容等诸方面将会出现调整和变化。
Nuclear crisis in fukushima not only had a tremendous impact on the Japanese nuclear power industry,fuel import and the cost of power generation,and national nuclear strategy,but also induced national debate on nuclear existence.Nevertheless,effect that nuclear crisis and its secondary disasters in fukushima had on Japan's energy security,is not a structural crisis caused by energy shortage,but a flexible,temporary profitable crisis.Great changes will not occur in Japan's energy security strategic framework.Japan will not completely abandon nuclear power industry.And nuclear energy will remain as one of the main energy supporting Japan's economic development in the future.But some changes will take place in the energy target,safety orientation,action content and other aspects.
